Article 174 (1) of Indian Constitution and Arunachal Pradesh crisis:

Article 174 (1)
The Governor shall from time to time summon the House or each House of the Legislature of the state to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session.
Question before Bench
·         Did the Governor exercise discretion under Article 174 (1) and summon the house?
·         Is he bound by the aid and advice of the Chief Minister and his Council of Ministers before advancing the Assembly session?
·         Can he unilaterally use his discretion under Article 174 (1) to summon the House unless the constitution expressly provides for it?
